Policies
• This page contains short summaries of the important information found within the Cairo Housing Authority policy documents.

Parking Policy
• Households may park one vehicle per licensed driver on the west side of High Street or the north side of Mecca Street parking stalls. Second vehicles and overnight guests are required to park in the overflow area located on the east side of High Street or the south side of Mecca Street.
• All vehicles in the parking areas must be properly plated and in working condition. No campers, RV’s, trailers, or boats will be allowed to park on the CHA parking areas. Any violator of this code will be notified and given an opportunity to move the vehicle. If the vehicle is not moved within the allotted time, the vehicle will be towed.
• All residents will be required to register vehicles with CHA and will be asked to provide identifying information about their vehicle(s).
• Residents are not permitted to repair vehicles on CHA property. This includes but is not limited to oil changes and/or transmission fluid changes, engine, brakes or air conditioners repair. Minor repairs, such as tire, battery, or light replacements will be allowed with CHA approval.
Pet Policy
• Doesn’t apply to animals that are used to assist persons with disabilities. Assistive animals are allowed in all public housing facilities with no restrictions other than those imposed on all tenants to maintain their units and associated facilities.
• Indoor dogs that are no more than 12 inches high (as projected to adult size) are allowed.
• Indoor cats are allowed.
• Birds and fish are allowed.
• Residents are financially responsible for any damage caused by their pets.
• Residents must have prior approval of the Housing Authority before moving a pet into their unit. The request must be done by filling out the Pet Ownership form prior to new pet ownership or moving in.
• To be registered, all pets must be appropriately inoculated against rabies and other conditions prescribed by local ordinances.
• A pet deposit of $150.00 USD is required for all cat and dog owners at the time of registering a pet. Owners of birds and fish must pay a $25.00 USD deposit at the time of registration.
• Pets may not be left unattended in a dwelling unit for over 48 hours.
• Pets cannot be kept, bred, or used for any commercial purpose.
• Pets must always be on a leash when outside.
• If a pet causes harm to any person, the pet’s owner shall be required to permanently remove the pet from the Cairo Housing Authority’s property within 24 hours of written notice from the Housing Authority.
• Visiting pets must follow are criteria previously outlined, and are allowed for 8 hours per day, but no more than 40 hours in a 12-month period.
• The Cairo Housing Authority, or any appropriate community authority, shall require the removal of any pet from a project if the pet’s conduct or condition is determined to be a nuisance or threat to the health or safety of other occupants of the project or of other persons in the community.
Rent Collection Policy
• Rents are due and payable on the first day of each month, but no later than the tenth calendar day of the month. Late rent is to be received by 10:30 AM on the tenth calendar day.
• If the Tenant’s rent payment cannot be made on or before the first of the month, it is the Tenant’s responsibility to contact the Executive director of the Housing Authority prior to the first of the month to request an extension.
• Any rent payment made after 10:30 AM on the 10th day of the month shall be considered delinquent. All delinquent accounts shall be assessed a penalty fee of $20.00 USD.
Collection-Eviction Policy
• The housing authority is subject to Part 24 of the Code of Federal Regulation. Section 950.335 and 950.427, and the Annual Contributions Contract (ACC).
• Prompt payments are a requirement for continued occupancy by a tenant.
• Monthly payments may be made by cash, check, or money order. Cash payment must be for the exact amount owed to the Cairo Housing Authority. The authority will not make/give change when cash payments are made. NO EXCEPTIONS.
• Payments made by check or money order must be made payable to the Cairo Housing Authority, delivered in-person, or sent by first class mail to: P.O. BOX 337, Cairo, NE 68823.
• There will be a $35.00 USD charge paid by the tenant for any returned check.
• If two check are returned for any cause, personal checks will no longer be accepted from the tenant.
• In the event the tenant fails to respond or comply with the Notice of Delinquency or a payback agreement, the Housing Authority shall on the sixteenth (16) day following the delivery or mailing of the Notice of Delinquency, serve the tenant with a written Notice of Termination.
• The Notice of Termination shall serve the tenant with a thirty (30) day Notice of Termination by service of process pursuant to Nebraska statues number 76-1431 (or another statue under the Uniform Residential Landlord and Tenant Act (URLTA)) If a law change occurs, the law will automatically change this policy with the effective date of the law.
• In the event any lessee abandons his/her unit during the term of their lease/contract for a period of 10 days without the prior approval of the Executive Director, the tenant shall voluntarily waive the substantive procedural safeguards set forth in Sections A, B, C, D, E, F and G of this policy.
